Though the US supports the murderous Israel with $3B per anum it will not support poor countries in their efforts to reduce their carbon emmissions. Milirary bombs and equipment usage is a prime mover in our poor planet’s CO2 rise.
From 2003 to 2007 Iraq was the largest beneficiary of FMF.  IE: This is the money these countries are to pay back to the USA.

From 2003 to 2007 Iraq was the largest beneficiary of FMF, since then it is Afghanistan.
Until 2003 it was Israel.
The Foreign Military Financing programme of the USA provides grants (subsidising US weapons manufacturers) or loans (much in the way of a car dealership) to promote Made In the USA weapons, equipment, military type services as well as military training.
The FMF is most used to finance weapons and/or equipment purchases by war torn countries.RC
